Comprehensive Plan Update: The updated Comprehensive Plan was approved by City Council on April 4th. The final version of the Comp Plan will be available at the end of May.  For more info, visit

Durango Districts Initiative Update: The North Main and Camino del Rio Character Districts are underway.  Currently 3D models of the corridors are being built to display the feedback we received from the public process last year.  Staff gave the City Council an update of the process on April 25th.  In early summer, the plans will be released for public review.  The plans will include a summary of the public input received; they will identify opportunity sites for infill development and public spaces; and include strategies to enhance the corridors.  For more info, visit

North Main

Housing Program Update:  Planning staff met with the Transit and Housing Linkage Working Group in April to continue discussions of a Commercial Linkage Fee for transit and housing.  The Linkage Fee Study is expected to be finalized in late spring.  Planning staff is anticipating that the Draft Housing Plan will be available for review in early summer.  For more info, visit

Stormwater Master Plan Phase 1 of 3 Update:  The 90% draft of the new Storm Drainage Criteria Manual is available for peer and public review on the City’s web page. This first phase of the project will establish the criteria for determining storm water run-off using current rainfall data. Two meetings have been held with local consultants and developers to review the proposed criteria and staff gave the City Council an update on April 25th. Phase 2 of the project will begin later this spring. Phase 2 will establish the storm water basins in and around Durango and will use the new Criteria Manual to determine Stormwater flows effecting town. For more info, visit

North Main ADA Ramp Installation: The City has partnered with CDOT for the installation of ADA compliant handicapped ramps along North Main Avenue. CDOT will be managing the project which began in March.  

PROJECT SPOTLIGHT: Proposed Hotel at 1111 Camino


The property addressed 1111 Camino Del Rio is situated west of Camino Del Rio and east of the Animas River between 9th Street and 11th Street. The subject property is approximately 1.9 acres and currently contains 20,600 SF of building area on multiple levels. The property has approximately 305-feet of river frontage. The property is zoned Mixed Use-Arterial (MU-A) and is in the River Corridor Overlay Zone.

The applicants, who recently purchased the property, are proposing to demolish the existing structures and build an 86-room hotel with a seasonal café and river-facing patios. Hotels are an ‘Allowed’ use in the MU-A zone. Since this an allowed use in the zone, the project was subject to the Design Review and Site Plan Review processes. The project received Design Review approval from the Design Review Board on Wednesday, February 8th. The Planning Commission granted Major Site Plan Review in early April. The Major Site Plan Review process does not evaluate the proposed land use, but is intended to ensure a proposal is consistent with site design and civil engineering standards. 

Since the land use is allowed in this zone, staff has been concentrating our efforts on making the design of the site and building as positive as possible. The areas of focus during the review were:

  • Making sure the site can integrate well with others along the corridor as redevelopment takes place in the future
  • Requiring a better interface with the river and minimize potential negative impacts on the river and river trail users
  • Requiring significant public improvements to address traffic safety; pedestrian safety, and provide abundant access to enable enjoyment of the river corridor for the whole community
  • Requiring the building to fit the site and be well-designed
  • Establishing a more attractive, thoughtful built environment along the Camino Del Rio corridor and aligning the site and building with the initial community feedback from the Camino character district workshop

  • In March, Scott Shine spoke on a panel at the Rocky Mountain Land Use Institute Conference in Denver, called Accessory Dwelling Units: Affordable Housing Hiding in Plain Sight
  • The Character Districts Initiative has been selected as a session for the October, 2017 Colorado State Planning Conference in Telluride and will be titled “Engage and Inspire: Envisioning Redevelopment”. Scott Shine and DHM will be presenting.
