BACKGROUND
The City of Durango, Colorado and Three Springs invites interested artists
to submit qualifications and artwork proposals for original three-dimensional
artworks to be integrated as a part of the development of two major vehicle
traffic roundabout entry features into the Three Springs planned community.
The Entry Roundabout Artwork Project is a collaborative effort between
the City of Durango, Three Springs, the Durango Public Art Commission and
the Mercy Regional Medical Center in Durango, Colorado. The artworks project
is intended to create an attractive and meaningful entry feature to the
Three Springs community and the new Mercy Regional Medical campus in the
Grandview Area.
Three
Springs is a planned sustainable community incorporating
Traditional Neighborhood Development (TND’s) design
principles as a part of the overall community design. The
planned community includes a 681-acre
planned development comprised of residential neighborhoods,
retail/office commercial uses, an elementary and middle school,
community and neighborhood parks, trails and a regional medical
center campus. The two entry roundabouts are located on Three
Springs Boulevard – a signature corridor leading into
the community. The planned streetscape improvements will
include a two-lane divided entry roadway, native landscape
plantings consisting of Pinon, Juniper, Oak and variety of
groundcovers and grasses fronting a natural wetland area,
a shared use trail corridor, street lighting and signage.
PROJECT DESCRIPTION
The roundabout artwork project consists of two separate public artwork sites.
The first site is located at a primary entry roundabout leading into the Mercy
Regional Medical campus. The second roundabout site leads into the Three Springs
neighborhood commercial core area and the future 75-acre Community Park facility.
The roundabouts are a part of the planned City arterial street system providing
access to the hospital, neighborhoods, schools and community park areas. Interested
artists are encouraged to submit for one or both roundabout sites. The selected
artist (or artists) will be commissioned to address the roundabout sites and
will work in collaboration with the design team (engineer, landscape architect
and master planner) for the project.
A vicinity
map and site design constraints are described in the
attached exhibits. A range of three-dimensional design
proposals may be considered assuming that the objects are
located within the roundabout right-of-way and required
sight visibility triangle area as depicted in the attached
Exhibit. Submissions may call out for exhibit lighting
as necessary. Proposed lighting concepts shall conform
to the City of Durango Outdoor Lighting Ordinance.
Artist
proposals shall consider the nature of the traffic roundabout
sites recognizing that both roundabout sites are designed
to accommodate a significant level of motor vehicle traffic.
The interior roundabout area is not intended to be accessible
to pedestrian or bicycle access as a destination site, but
rather shall be viewed from a distance. The first
entry-south roundabout is approximately 100 feet in diameter
and the second-north
roundabout is 65 feet in diameter. The roundabout designs
are intended to be highly visible and inviting places that
enhance the experience of travelers coming to the Three Springs
community. The roundabouts should help create a sense of
place and welcome visitors and residents of the community.
A key design aspect of the roundabout artwork project is
to define the new Mercy Regional Hospital site and the Three
Springs community as a unique place while also providing
a subtle connection to the broader Durango community and
surrounding history and culture.
The
Three Springs community encourages prospective artists to
visit the site located at in the Grandview Area approximately
3 miles east of Downtown Durango
on US Highway 160. It is important that prior contact be made to schedule
a site visit due to construction activity at the site.
ELIGIBILITY
The project is open to all artists who have demonstrated an understanding of
working with municipalities on previous public artworks. Due to the site
constraints, this project is ideally suited to artists focusing primarily
in three-dimensional work such as sculpture, tile panels, metal works or
other three-dimensional works.
ESTIMATED
BUDGET
A separate budget has been established for each roundabout site and shall include
design, structural engineering fees, fabrication, installation and artist commission
of the artworks.
The
total artwork budget for Roundabout No 1 (entry to Three
Springs and Mercy Regional Medical Campus) is $30,000. The
total artwork budget for Roundabout No. 2 (entry to Three
Springs and Community Park) is $20,000.
Short-Listed
Artist Stipend
A stipend of $300.00 will be provided for each short-listed finalist selected
for an interview and presentation (see Selection Process below) for a maximum
of $300.00 per artist. In the case of an arts collaboration is short-listed
a maximum of $300.00 stipend amount will be awarded to the team. In addition
to the stipend amount, hotel or room accommodations will be provided for each
short-listed artist invited to an interview to be conducted in Durango, Colorado.
The
Three Springs developer (GRVP, LLC) shall be responsible
for providing required structural foundation work and electrical
service as necessary to support the artist proposals as appropriate
based on the provided structural engineering documentation.
The concrete foundation and electrical infrastructure will
not be a part of the artist budget.
Artists selected to create new original works of art will be responsible for
creating and installing the final artwork as contracted with the City of Durango.
The City of Durango and GRVP, LLC shall retain exclusive rights to create photo
reproductions of the final art for print material as necessary for promotional
and/or educational purposes.
SELECTION
PROCESS
Up to three artist(s) for each site will be determined by a selection panel
based on a review of qualifications and proposals as submitted. The finalists
will be provided an opportunity to present their proposals and qualifications
in a 30 minute presentation in Durango, Colorado. Artists are encouraged to
provide three-dimensional models, drawings and/or colored renderings as necessary
for the interview process. Final selection recommendations will be determined
after the interview presentation process.
An
artist selection panel will be comprised of up to six members
representing the City of Durango Public Works Department,
the Durango Public Art Commission (arts professional), Mercy
Regional Medical Center, a community/neighborhood and arts
representative) and representatives of the GRVP, LLC (Three
Springs). The selection panel will convene to review artist
submissions and recommend a selected artist(s) to enter into
a contract with the City of Durango for either one or both
roundabout sites. Non-voting advisors to the panel may include
the consulting project architect or engineer, and additional
city staff as necessary. The role of the Public Art Commission
staff is to assist in facilitating the selection process.
The final selection recommendation shall be forwarded by
the City of Durango Public Art Commission to the City of
Durango prior to the award of contract.
SUBMISSION
REQUIREMENTS
Interested artists must submit the following:
• Seven copies of a written statement, not to exceed two pages, to address
the artist's interest in this project, a brief description of the proposed artwork
concept and projected long-tem maintenance schedule for the proposed artwork.
The statement must be submitted on white paper and in no less than a 10-point
font.
• Up to eight images - 35mm duplicate slides of artwork. Each slide must
be labeled with the artist's name, numbered according to an annotated slide sheet
with an indication of the top and front of the slide, and be presented in a 9" x
11" plastic slide sheet. Digital jpeg images submitted on a PC compatible
CD may be substituted for slides.
• Seven copies of an annotated, typewritten image list identifying slides
or digital images by number and listing media, size of the work (HxWxD), title,
date, a project long-term maintenance schedule and requirements, and a brief
description of the artwork if necessary.
• Seven copies of a current resume documenting previous public art experience,
references and contact information. The resume should be no more than three pages
and printed on white paper in no less than 10-point font.
• A self-addressed, stamped envelope (SASE) with sufficient postage for
the return of slides. Applications submitted without SASE will not be returned
and will be destroyed upon completion of the selection process.
DO NOT STAPLE OR BIND any of the written materials above.
DO
NOT SEND ORIGINAL ARTWORK. Applicants are strongly encouraged
to send only duplicate slides and to retain a complete copy
of their application for their records. Late applications
will not be considered. Do not bind materials. Every effort
will be made to ensure the safe handling of materials submitted.
The City of Durango Public Arts Commission, the City of Durango
and GRVP, LLC will not be responsible for any loss or damage.

DEADLINE
The postmark deadline for this project is Friday, May 13, 2005. Applications
not received in person by 5 p.m. local time or postmarked by this date will

RULES
AND GUIDELINES
The City of Durango Public Art Commission and GRVP, LLC reserve the right,
as its best interests may appear, to reject any or all applications or proposals,
to reject any finalist, to waive informalities in applications or proposals,
or to terminate the selection process for any project without prior notice.
The Durango Public Art Commission and GRVP, LLC reserves the right to terminate
the project at any time. Application to any project advertised by the Durango
Public Arts Commission constitutes agreement to all applicable rules and guidelines. Enabling
resolution for the Durango Arts Commission, and rules and guidelines are available
online.
