Local Economic Recovery

The American Recovery and Reinvestment Act of 2009 (commonly referred to as the "Recovery Act") was signed into law by President Obama on Tuesday, February 17th. This $787 billion package offers a unique opportunity to strengthen our local economy, create jobs, and fund a variety of local projects.

On this site, you will be able to track the City's efforts to secure stimulus funding for local projects. In addition, you will also be able to track the progress of any City project funded with stimulus dollars.

Federal Aviation Administration - Airport Improvement Program $1,937,647

The general aviation apron is a large paved area, 1,700 feet long by 250 feet wide that is used to park all aircraft utilizing the Durango-La Plata County Airport, with the exception of the scheduled commercial airlines. This area is used by airfreight carriers, air ambulance, business aircraft, military aviation, charter aircraft and visitors to the region. Much of the pavement is over 40 years old and has deteriorated badly. The project will consist of reconstruction of the southern ½ of the apron and milling and asphalt overlay of the northern portion. The project will also add apron lighting fixtures and will reconstruct the road that connects the commercial aircraft apron to the general aviation parking area. The estimated total costof this project is $2,930,712. Of that amount, the amount of American Recovery and Reinvestment Act (ARRA) funds to be used is estimated to be $1,937,647.

U.S. Department of Justice - Justice Assistance Grant (JAG) Program $41,210

This is a joint request with La Plata County for a total of $80,794 in formula funding. La Plata County is requesting $39,584 for laptop computers for their patrol cars. The City's request of $41,210 will be used for one patrol car laptop computer, along with ballistic vests and helmets for the tactical team, and to administer the grant.

CO Div. of Criminal Justice - Edward Byrne Memorial Justice Assistance Grant (JAG) $97,982

This project is a combination of mini-projects that include:

  • Cameras for four police patrol vehicles
  • 900 MHz radios and an access point for Florida Road
  • Equipment for the Tactical Response Team
  • Air Purifying Repirators for chemicals
  • Incident Management Team equipment
  • Proactive Graffiti Deterrence System

U.S. Dept. of Justice - Edward Byrne Memorial Grant $458,312

This project funds two new civilian positions for the Durango Police Department: a crime scene technician and an intelligence analyst. The crime scene technician would be primarily responsible for collecting and processing evidence at crime scenes, and the intelligence analyst would utilize statistical data to identify crime patterns in the community. The proposal also includes equipment and a mobile crime scene vehicle for the crime scene technician.

Federal Transit Administration - TIGGER (Transportation Investment in Greenhouse Gas Emission Reduction) $4,959,844

This project proposes to build a two-story parking garage that is integrated with the Durango Regional Intermodal Transit Center. The new parking facility will provide a location to store transit buses on-site so that drivers may start and end their routes at the Transit Center, thereby saving 2,675 gallons of fuel per year and 80.3 metric tons of greenhouse gas emissions per year.

U.S. Dept. of Commerce- Economic Development $2,296,744

This project proposes to build a regional Green Business Incubator in conjunction with the expansion of the Durango recycling center.

Dept. of Energy-Clean Cities-Petroleum Reduction $230,000

The City of Durango is participating with other Colorado cities in a joint application entitled "FEVER: Funding Electric Vehicle Expansion in the Rockies. " Locally, this grant would provide funding for one electric Neighborhood Vehicle (NEV) for the City's Parking Division, along with 26 public charging stations for electric vehicles and 8 City fleet charging stations.

U.S. Department of Justice - COPS Program $1,062,916

This grant request is for a total of five police officers: two patrol officers, a community liaison officer, a K-9 handler, and a traffic officer. COPS program funds the salaries for three years and City agrees to fund the positions for at least one additional year.

Colorado Dept. of Health & Environment - Drinking Water Projects $1,500,000

This project includes the installation of photovoltaic (solar) panels on 10 acres at the water treatment plant to power the pumps.

Environmental Protection Agency - Clean Diesel Program $761,491

This project is a joint effort between the City of Durango and La Plata County. The proposed project includes the retrofit of 96 diesel vehicles (46 City fleet and 50 County fleet) to reduce total particulate emissions by up to 40 percent. In addition, this proposal includes funding for a new cleaner diesel recycle truck to replace an older inefficient recycle truck.
