Meet the City Manager

City Manager Ron LeBlancRon LeBlanc, Durango’s City Manager since 2008, has 40 years’ experience managing cities across the nation. He began his career at the City of Arvada, Colorado as Deputy City Manager and served as city manager of Springfield, Oregon; Olathe, Kansas; Groton, Connecticut; and Ketchum, Idaho before coming to Durango.

Ron earned a BA with a double major (Political Science and Psychology) from Boston College and an MPA from the University of Colorado-Boulder. He is currently President-elect of the Colorado City County Managers Association and has previously served as president of professional city management associations in Connecticut and Idaho. Ron has earned the designation of Credentialed Manager (CM) by The International City County Management Association (ICMA). 

In 2016, LeBlanc received the first “Trailblazer Award” from Colorado Women Leading Government (CWLG), Emerging Leaders in Local Government (ELGL) and the Colorado City/County Management Association (CCCMA) in recognition of his efforts and accomplishments to create opportunities for women in local government. Ron also received the prestigious Leo Riethmayer Award from the School of Public Affairs at CU-Denver as the “Colorado Public Administrator of the Year” for the state of Colorado in 2016. Ron is also a member of the adjunct faculty at CU-Denver, teaching Leadership and Ethics.

Assistant City Manager Amber Blake Amber Blake has been with the City of Durango since 2009, has held professional positions from Seattle to Baltimore and has 13 years of experience in the public sector. Amber brings innovation and technical expertise that has defined and begun implementation of Durango’s Multimodal Transportation vision.

Originally from Telluride, CO she holds a BA in Political Science from Villanova University and an MA in Geography with an emphasis in Community and Environmental Planning from the University of Montana, Missoula. She is currently the President of the Colorado Association of State Transit Agencies (CASTA), and sits on the South West Transit Association Board of Directors (SWTA), and previously served on the Board of Directors for Bicycle Colorado.

Amber has received numerous awards for her professional work including:
• 2012 Transit Professional of the Year, Colorado State Association of Transit Agencies.
• 2014 Colorado State Association of Transit Agencies 4 under 40.
• 2015 Transit Administrator of the Year, Colorado State Association of Transit Agencies.
• 2016 Federal Transit Administration Outstanding Service Award for Rural Agencies.
• 2016 Association of Commuter Transportation, 40 under 40.

Assistant City Manager Kevin Hall
Kevin Hall has been with the City of Durango since 2001. He has served in a variety of community development-oriented positions including Parks, Open Space and Trails Development Manager, Director of Natural Lands and Sustainability; and Community Development Director. He has more than 25 years of municipal, County, and regional government experience in economic development, sustainability, transportation, land use planning, open space and trails preservation, and capital project management. Kevin has a bachelor’s degree in Public Administration/Political Science and a Master’s Degree in Urban Planning, both from the University of Wisconsin. When not tending to City business, Kevin is busy raising two daughters and enjoying life in Durango with his wife of 26 years.
