NEW CONNECTIONS TO THE WATER AND SEWER SYSTEMS
Plant Investment Fees are sometimes referred to as "tap fees" by
other entities. Plant Investment Fees (PIFs) are paid to the city of Durango
in order to connect into the city's water and sewer system. PIF payments can
be made only for current construction and in conjunction with a building permit.
The PIF pays for permission to tap into the city's lines. City crews must make
the actual tap into the line. A tap fee (see below) must be paid for this service.

Each building or separately owned parcel of land must be served by an individual water service line. Water Plant Investment Fees to be charged to customers inside and outside the City limits are the same.

| * Meters shall be sized so that 80% of their AWWA rated capacity is not exceeded by the maximum demand of the proposed use, exclusive of demand for fire protection. Maximum demands shall be determined on a fixture-unit basis as described in the "Uniform Plumbing Code, 1991 Edition" or as revised or supplemented.

SEWER TAP FEES
Sewer taps into the city's mains are made by licensed plumbers, after they obtain a permit from the city of Durango. The tap must be inspected before back filling the excavation.
Sewer tap inspection fee: $15
PROPERTY OUTSIDE CITY LIMITS
If a property owner desires water or sewer service to property located outside the city limits, but within the city's service area, the owner must secure an Implied Consent Agreement, which must be approved by the City Council. An Implied Consent Agreement requires the property owner to petition the city of Durango to annex the subject property when the property becomes eligible for annexation. The agreement also requires the developer to develop the property in accordance with city development standards. The owner must obtain a La Plata County building permit prior to his payment of plant investment fees to the city of Durango.
