PERMIT APPLICATION INFORMATION
NOTE: The more information you provide on the plans, the less time it will take to process
your building permit.
- The City of Durango uses
the Building Safety Journal data for cost valuation to determine the amount
of permit cost.
- Other fees include use tax and plant investment fees for water and sewer hookups and road
impact fees. Plant investment fees are not issued without a building permit unless authorized
by the Director of Public Works. When required, plant investment fees shall be paid at the
time of issuance of the building permit.
Information provided shall include: name of owner, name of contractor, site address, legal description (including lot and block number, subdivision and assessor's parcel number), owner's
phone number, contractor's phone number, and description of proposed work. The application must be signed by the owner or the designated contractor.
PLANS AND SPECIFICATIONS
Section 106 of the International Building Code (IBC) and Section R106 of the
International Residential Code (IRC) set forth requirements for information
to be on the building plans.
Site/Plot Plans
The legal description of the property shall be shown on the plot plan. A plot plan must be an
accurately dimensioned drawing of the parcel on which the structure is to be located (must be
scaled drawing, using engineering scale). The plan shall show locations of adjacent roadways, any
easements crossing the property, curb cuts and driveways, sidewalks, water and sewer service
lines, and the building itself, with proper dimensions. Direction of runoff should be shown as well as topographic information if there is more than 10 feet of vertical change within the property. Some areas in the City of Durango require a professional engineer to design drainage and grading plans.
Foundation Plans
Foundation plans shall indicate exterior dimensions, with footings and stem walls, as well as any
interior footings, stem walls, or pads. The plans shall also specify material (concrete or masonry) to be used and shall show reinforcing steel, under-floor ventilation, and stepped footings and walls. Some areas in the City of Durango require a professional engineer to design foundations.
Floor Plans
Floor plans shall show dimensions of all rooms, indicating window and door sizes, as well as, overall room size. The size and layout of floor joists and subfloor material; the size and layout of wall studs and headers; the location of bathroom fixtures, furnace, water heater and/or boiler, fireplace or wood stove, etc.; the electrical layout; and, if the structure has two or more stories, the stairs.
Roof Plans
Roof plans shall indicate the type of roof (truss or conventional frame), the size and spacing of
members, the pitch of the roof, and the type of sheeting and roof covering. Minimum snow load in
most areas of the City of Durango is 40 pounds. However, depending on the location of the
structure, the snow load may range between 40 pounds at elevations of 6500 feet and 65 pounds at
7700 feet.
Cross Sections
Cross sections shall provide a complete structural cross section of the exterior and interior
foundation system, floor framing and support wall framing, and headers, etc., through the roof. The
cross section must identify sizes of all materials used and provide a description of those materials.
Building Elevations: Exterior
Building elevations shall show, to scale, the front and rear and side elevations of structure, including the height of the building, the roof pitch, siding, window and door locations, and finish grade adjacent to the structure.
DO I NEED A PERMIT?
Building permits are required for all construction-related activities that can be defined as construction, erection, addition, alteration, enhancement, repair or moving of, improvement of, remodel of, conversion of (change of occupancy), or demolition of any structure that is regulated by the Building Code adopted by the City of Durango.
Other permits are required for:
- Excavation over 10 cubic yards on private property
- Excavation in public right-of-way
- Water and sewer taps
- Water, sewer, or gas line repair or replacement
- Gas piping
- Demolition of buildings
- Lawn sprinklers
- Wood stoves
- Fences over 6 feet high
- Mobile home setup
- Sidewalk - new, repair, or replacement in public right-of-way
- Curb cut or driveway in public right-of-way
Plumbing Permits
The homeowner may obtain the plumbing permit for his or her primary place of
residence. If a person other than the homeowner obtains a plumbing permit, that
individual must have a valid Colorado plumber's license, a City of Durango
plumber's bond, and a City of Durango business license.
A plumbing permit shall not be required for the following:
- Stoppage of leaks in drains, etc., if it is not necessary to replace the whole plumbing DWV system.
- Stoppage of leaks in pipes, values, or fixtures, if it is not necessary to replace the whole water supply system.
Mechanical Permits
Homeowners may obtain mechanical permits. If another individual obtains the
permit, that individual must have a City of Durango business license.
Electrical Permits
The State of Colorado requires electrical permits on all electrical installations in
the State of Colorado. The law does allow homeowners to obtain their own
permits and do their own wiring for their primary place of residence. If the
permit is obtained by an individual, other than the homeowner, that individual
must be a Colorado-licensed electrical contractor and have a City of Durango
business license. Permit information may be obtained at the State Electric
Inspector's Office at 1774 Main Avenue, Post Office Box 1946, Durango, CO
81302, phone (970) 259-1300.
A building permit shall not be required for the following:
- One-story detached accessory buildings used as tool and storage
sheds, playhouses and similar uses, provided the projected floor
area does not exceed 120 square feet
- Fences not over 6 feet high
- Oil derricks
- Movable cases, counters, and partitions not over 5 feet 9 inches high
- Retaining walls which are not over 4 feet in height, measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II, or III-A liquids
- Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to 1
- Platforms, walks, and driveways not more than 30 inches above grade and not over any basement or story below
- Painting, papering, and similar finish work
- Temporary motion picture, television, and theater stage sets and scenery
- Window awnings supported by an exterior wall of Group R, Division 3, and Group M Occupancies when projecting not more than 54 inches
