Major Street Impact Fees
The following is a summary of the newly adopted road impact fee program.
Purpose - The Major Street Impact Fee is imposed on new development for the purpose of assuring that adequate collector and arterial streets are available to support projected new growth and development, while maintaining the existing level of service standards.
New Development - Major Street Impact Fees shall be imposed on all new development defined as:
- Issuance of a building permit
- Change of Use
- Connection to the City's water or sewer utility pursuant to an Implied Consent Agreement.
Exempt Development - development which does not generate additional traffic; including certain changes in use, accessory uses, home occupations, signs, excavation, and provision of utilities.
Calculations - Peak hour traffic was selected as the basis to set the amount of the impact fee. The fee schedule is used to determine the impact fee and is based on number of units for residential uses and gross floor area for commercial/industrial uses. Gross Floor Area is defined as the total square footage of a building measured along outside enclosing walls including all floors of a multistory building, whether finished or unfinished.
To calculate the impact fee, determine the land use category as listed on the fee schedule (Planning Staff can assist in the land use determination). The fee schedule lists a cost per unit associated with each land use category. For residential uses multiply the cost per unit by the number of units being proposed. For non-residential projects, divide the gross floor area by 1,000 and multiply by the cost per unit. The total is the amount of the impact fee for the project proposed.
Credits - An applicant can agree to construct or improve all or a portion of a major street improvement in accordance with the Major Street Improvement Plan. The applicant will need to enter into an Improvements Agreement to accomplish the improvements. The costs of the improvements will be a future credit for proposed development. Applications for credits shall be made at or before time of building permit or change of use permit application on a Credit Application/Calculation Form.
Refunds - A refund may be requested by an applicant who has paid an Impact Fee in the following circumstances:
- The building permit or change in use permit has lapsed or been revoked and a new permit will be needed to develop the property.
- The City has failed to expend the funds as required.
- The applicant reduces the amount of development after a building permit or change of use permit has been issued.
Requests for refunds must be by the current property owner on a Refund Application Form.
